Challenges

The Eastern province is one of Zambia’s ten provinces. The province lies between the Luangwa River and borders with Malawi to the east and Mozambique to the south. Currently no district in the Eastern province has a well-established and managed Waste Management System. Consequently, Chipata being the provincial and commercial capital town of the province is not just being presented with waste management challenges from it residents (persons, households, commercial, industrial etc) but from other districts in the region as well. It is expected therefore that the project will not only impact on lives of Chipata residents but also of those in the region and beyond. Other challenges faced by Chipata district such as lack of sensitization and awareness campaigns on environment protection is also synonymous to other districts, namely Katete, Chadiza, Vubwi, Lundazi, Mambwe, Petauke, Sinda and Nyimba, in the province. 

The current situation
The current waste management system in Chipata is managed by the council who mainly collects and disposes waste from markets and streets while the collection and disposal of waste from residential and commercial areas is outsourced to two sub-contractors. There is only one waste dump site servicing the whole town, located 7km away from the town centre. Waste collected from residential and commercial/industrial entities is just disposed on this dump site and left in its original state without being subjected to any processing such as compacting, treatment, sorting etc. Consequently this has posed risks to soils, underground water and air in the surrounding areas. Generally the current waste management situation leaves much to be desired.

Awareness campaigns on waste management
It is evident from the way waste is indiscriminately disposed of everywhere in Chipata that there is little or no appropriate awareness on proper waste management practices. Therefore this project will encompass amongst other things, educating the public on the importance of proper waste management in order to prevent future calamities such as water borne diseases and other air borne diseases as well to conserve the environment for now and future generations.

Economical collection and disposal fees will be introduced
Residents (persons, households, commercial and industrial etc) in Chipata pay little fees for waste collection, transportation and disposal. Hence, it is a major challenge for the council and private subcontractors to manage waste for the entire town. This project will therefore help local authorities fund awareness campaigns aimed at educating the residents to pay cost reflective fees. The cost reflective fees will enable efficient and effective collection, transportation and disposal of waste for the partner and also help the council fund other social services.

Goals and objectives

Goal
The overall goal is to contribute to the improvement of the environment in Chipata district. 

Objectives
  • Manage generation of waste for household, commercial and industrial sectors.
  • Develop and adopt environmentally sound treatment and disposal methods/practices, in this instance the construction of a material recovery plant and landfill.
  • Involvement of both the public and private sector in the management of waste.

Expected Outcomes
  • Clean and healthy environment for the entire population of Chipata.
  • Protection of water bodies from harmful and toxic substances contained in waste substances.
  • Prevention of non-bio degradable substances from contaminating soils through the construction of a material recovery plant.
  • Improved quality in the environment as bio degradable waste and non-bio degradable waste will be separated through the construction of a material recovery plant.
  • Reduced costs in managing waste as landfills are the most cost efficient ways of managing waste. 
  • Creation of employment for the locals whose standards of living will be improved. 
  • Availability of funds from cost reflective fees for sustainable waste management.
  • Reduced workload for the council as cooperation with the private sector will leverage efforts needed for proper waste management systems.
